Company Formation in Montenegro: What You Need to Know in 2026
How long does company registration take?
A Montenegrin limited liability company (d.o.o.) is registered at the Central Registry of Business Entities (CRPS) in 5 to 7 business days once the founding documents are signed. We draft the founding act, book the notary, arrange certified translations and collect the registration decision, tax number and seal for you. The founder can sign in Podgorica or grant an apostilled power of attorney and stay at home.
Which documents are required?
For company formation in Montenegro you need a passport valid for at least six months, your highest diploma (primary school is sufficient by law), a criminal record certificate from your home country with an apostille, and certified Montenegrin translations of these documents. If the company is registered remotely, an apostilled power of attorney is added. We send you the exact list after the first call.
How does the residence permit work?
The founder is appointed executive director of the company and applies for a temporary residence and work permit on that basis. The application is filed with the Ministry of Interior together with proof of address, health insurance, a company status certificate and the translated documents. The card is usually issued 15 to 30 days after filing. Spouse and children apply through family reunification.
What does it cost to run the company afterwards?
Running costs are predictable: monthly accounting, a registered office address and social contributions for the director. Corporate income tax is 9% on profit up to €100,000. Value added tax is 21%, with a reduced rate of 7% for selected goods and services. We give you a written monthly budget before you register so there are no surprises.
FAQ
Company Formation and Residence in Montenegro: Your Questions Answered
Straight answers to the questions founders ask us most often.
Company formation
What are the advantages of setting up a company in Montenegro in 2026?
+
Montenegro offers one of the lowest corporate tax rates in Europe at 9%, uses the euro, requires only €1 of share capital and grants the founder a residence and work permit through the company. The country is an EU candidate with the most advanced accession negotiations in the region.
Which documents do I need to register a company?
+
A passport valid for at least six months, your original diploma (primary school is enough), an apostilled criminal record certificate, certified Montenegrin translations of these documents, the founding act we prepare, and an apostilled power of attorney if you register remotely.
Do I have to rent a physical office?
+
No. We provide a registered office address for your company, receive your official mail and keep the address compliant with the tax administration, so you avoid the cost of renting premises.
Do I need a university degree?
+
No. Under Montenegrin law anyone who has completed primary education can found a company and be appointed as its executive director.
Can I register the company without travelling to Montenegro?
+
Yes. With an apostilled power of attorney our team registers the company on your behalf. You only need to be present later for the residence permit biometrics.
How long does company registration take?
+
Registration takes 5 to 7 business days from the day the founding documents are signed, provided the document set is complete. We start the process immediately after the documents are received.
Residence permit
What are the benefits of a Montenegrin residence permit?
+
Legal residence in a European country with the euro, low personal and corporate taxes, a safe and quiet environment, access to state health insurance once registered, the option to bring your family, and a path to permanent residence after five years.
Which documents are required for the residence permit?
+
A passport valid for at least one year, your original diploma and a filed diploma recognition application, an apostilled criminal record certificate, proof of address and a lease agreement in Montenegro, a status certificate of your company, a biometric photo, Montenegrin health insurance and certified translations.
How long does the residence permit take?
+
The Ministry of Interior usually issues the card 15 to 30 days after the complete application is filed. Processing can be shorter or longer depending on the workload of the local office.
Can my spouse and children get residence too?
+
Yes. Family members apply through family reunification once the founder holds a permit. We prepare their applications in parallel so the family moves together.
How do I obtain permanent residence?
+
After five years of continuous temporary residence, and provided you have complied with the conditions of your permits, you can apply for permanent residence. We keep track of the timeline and file the application for you.
Is there a digital nomad permit?
+
Yes. Remote workers employed by or contracting with foreign companies can obtain a digital nomad residence permit valid up to two years, with income from abroad exempt from Montenegrin personal income tax.
Living and investing
Do I need to speak Montenegrin or English?
+
No. Daily life works in English in the coastal towns and Podgorica, and translation apps cover the rest. Our team supports you in seven languages for every official step.
Is healthcare covered?
+
Residents registered in the state health insurance fund have access to public healthcare. Registration is part of our residence package.
How does family reunification funding work?
+
The authorities expect proof of funds for each family member, roughly €7,450 for a spouse and half of that per child, either on a bank account or covered by the founder's company. We plan the structure with you before filing.
What do apartments cost?
+
Coastal apartments sell for about €2,000 to €3,000 per square metre. Podgorica averages €1,500 in the suburbs and €2,000 to €2,500 in the best districts. Northern towns are around €1,000 per square metre.
Can I buy property without paying an agency commission?
+
Yes. We deal directly with owners, check the title and negotiate the price, which typically saves the 3% to 5% agency fee.
Can I earn rental income from a property?
+
Yes. We manage marketing, contracts, invoicing and tax filings for short-term and long-term rentals so the income is fully compliant.
